Richard Wilding is the Head of the EMEA Regulatory Operational Oversight Team, known as ROOT which is part of BlackRock's Technology & Operation's Global Regulatory Operations. ROOT is a team focused on the governance and oversight of various regulatory regimes requiring horizontal leadership across the firm including Client Assets (CASS), Operational Resilience and packaged retail and insurance based investment products key information documents (PRIIPs), broadly ensuring consumer protection. The team ensures BlackRock's operational oversight and compliance with these regimes and manages their frameworks providing assurance to senior managers and the relevant Boards, including advising upon regulatory implementation. The wider Global Regulatory Operations team is responsible, in partnership with Legal & Compliance and APG, for translating regulatory requirements into technology specifications. Richard is also a former school governor and Finance Committee Chair at St Gabriel's College in London.
Prior to this, Richard held a number of roles at Deutsche Boerse and was most recently Head of FX Sales at Eurex & Eurex Clearing globally until December 2018. His prior role was Head of Collateral & Risk at Eurex Clearing, responsible for access policy, client asset protection, collateral and risk management. With a broad experience on the buy and sell sides, regulatory bodies and at financial market infrastructure, he has represented various interests on a number of industry bodies, regulatory forums and conferences. Most notably, he was responsible for developing the clearing models and extending the payment infrastructure. Richard has also previously worked at BlackRock as a Director within the Legal & Compliance function.
Earlier in his career, he also worked for the FSA's Client Asset Unit for a number of years. During that time Richard led a number of firm specific and thematic reviews focusing principally on prime brokerage firms, but also developing expertise across stock brokers, custodians, asset managers and general insurance intermediaries. Richard led a number of FSA policy consultations, including a CP to strengthen and enhance the CASS regime following the financial crisis and the insolvency of Lehman Brothers. In addition to domestic policy reform, Richard has worked for both the Committee of European Securities Regulators and the International Organisation of Securities Commissions on a number of matters.
